Never is the correct answer. A right exists with or without restrictions by anyone who chooses to exercise it. That is why things like housing and healthcare can never be rights, because they can't exist without the help from a community.

While a community can punish you for exercising a right (like self defense, worship, speech), it can't take any of those things away from you unless you submit to them, or by giving up your life.

Rights have and always will be an individual thing. No one can grant them. We always had them whether recognized on paper or not. When a gubmnt gives you something, at best it isa privilege that can be taken away. Gubmnts don't havethe ability to grant rights - never did and never will have that power. Anyone who believes gubmnts do have that power are idiotic sheep that deserve whatever bad comes to them from believing such nonsense.
