I'd love to see the "easily argued" view holding the militia to be an arm of the government at any level. According to both the USC (above quoted) and the only Second Amendment case ever heard by the USSC, Miller, in 1939, the militia consists of the body of the people armed for their common defense. While you're about it, please list some of these "commentaries" that support your view.

Even a rabid "liberal" such as Hubert Humphrey opined,
