There is no open and shut solution. A military is what it is for a purpose, even if it's only defensive. That defense could be construed as needing a change in who's in charge. As much as I think civilians screw things up, I wouldn't be comfortable giving the military carte blanche.

We have three branches of government for a very good reason.... checks and balances. The same thing is necessary between all aspects of the total.
