Char, if I were to agree with you I would be condoning perjury--which the United States Senate actually did.

Regardless of Billy and his views on the matter, perjury remains a serious crime in this country--and in any other country that is governed by laws. Put it this way--I would be very hesitant to perjure myself, as did Clinton, and expect the sort of leniency he was given.

I've always felt much of it was a strong desire by all parties to avoid a Gore presidency.
