HFC-23 is easy and cheap to capture and destroy - industrialized nations do so voluntarily. It would be considerably cheaper for industrialized nations to pay for the installation of the technology to capture and destroy the HFC-23 and eliminate that from the list of possibilities for the trading scheme.
