That presupposes it is the function of Government to task bureaucrats with spending a lot more taxpayer money during recessionary periods.  Far better would have been to have allowed businesses to spend the same money in ways they knew would foster the success of their businesses and provide employment.  Infrastructure projects take years to properly get in progress and thereby inject money into the economy.  The Obama administration has exhibited the worst of everything by taking money out of the pockets of Americans and leaving them in quivering fear of new taxes and regulations---to the extent they are not willing to invest what money they have left.
