The state of Arizona is not determining how federal limmigration laws are to be carried out. Should those law enforcement officials, in the course of carrying out Arizona law, discover that the lawbreaker is in the country illegally, they will turn the illegal immigrant over to federal officials, who (presumably) will carry out federal immigration laws.

If there are no federal laws for these matters, then obviously there can be no conflict between the Arizona law and non-existent federal law.

Pointing out his grammatical errors might be pointless were it not for the fact that some Obamabots never tire of extolling the genius of POTUS Obama. He was the editor of The Harvard Law Review, don't you know? Mastery of English grammar would seem to me to be a minimal qualification to be an editor of any publication.
