I'm all for banning cell phone use when driving, wherever you are. Exceptions can be made for true emergencies, of course. But it is distracting and dangerous. Yes, there are some people who can probably do it fairly safely, but they're in the minority. People drive badly enough without trying to dial numbers at the same time, or steer with one hand. Just today, I missed a turn because I was talking to my wife in the car while driving. Even distractions that don't require us to use our hands can cause problems. If you're behind the wheel of a one-ton piece of metal hurtling down the road at fatal speed, you ought to be paying full attention and have use of all the limbs you've got. If it's so damned important to call your spouse and ask if you need milk, pull over and do it.
